This gnomic verse refers to the linguistic tendency for P to turn into Q - as in P-Celtic (Welsh, Breton) and Q-Celtic (Irish). Thus Welsh PEN (a headland, as in the place-names Penarth, Penrith) is in Irish CEANN (transliterated as KEN/KIN, as in Kenmare, Kinsale - but not Kentucky).
