In the oft-mean-minded

 and continuous
- indeed, almost obsessive -
debate in the Anglo-Saxon countries
about Social Welfare and its Freeloaders
(i.e. the Deserving and the Undeserving Poor)
no mention is made of the hardly massive
numbers of those who, like me
(and such miserable luminaries as the often-depressive
Paul Verlaine, van Gogh, Modigliani...),
from the start are Intellectually
and Inspirationally Active,
and naturally, Economically Passive.
