Victorian philanthropists

were much involved in distinguishing
the deserving from the undeserving
poor.

But there are only undeserving rich
- even if they have 'risen' through aspiration
and sheer application
from the bottom of the
pool.

The poor are poor because, deprived of background, they cannot learn to steal properly, like the rich.

I do think that deprivation of background and education is a crime against humanity, and the rich are very good at doing so. From where I am, local poor are totally destitute. The incredible lack of local libraries and book stores is appalling in the whole country. I just went yesterday to a library located inside the campus of the National University and it is almost empty, specially of literature and English books, in spite of English being “our putative second language.” This place really stinks.
