A wolf is weaker

than a lion or a tiger

but does not end up in a circus.

Or, doesn't perform in a circus

Yes, Jindra, that is the literal translation, but I wanted to point out that the wolf does not go voluntarily into a circus.

Nor in fact do I - I always hated circuses not just because of the hideously-performing animals, but because of the vulgar clowns.

I miss my own comment.

My own interpretation is, that one can be strong, but still is a part of the circus.
Others may appear weaker, but refuse to join in.
