The difference in time is astounding. The serfs were freed in 1825 by the Czar. Lincoln's Emancipation Proclamation came in 1863 effectively freeing the slaves in slave states that stayed with the Union (e.g. Kentucky and Maryland--there were others besides the territories like Kansas and Nebraska, etc.), and also covering areas under battle control of the Union Army in the South. Areas still in the Confederacy and under Confederate Army control were not effected until their surrender in 1865.
